EDIT: It was pointed out by KotMatvej that the solution doesn't actually boil, but it is electrolytic sides reactions which are producing gas. These are the two side reactions that he suggested:
2Cl- -- 2e = Cl2
2H2O - 4e = 4H+ + O2
This was an oversight on my part and I am glad he was able to point this out!
