FIXED! IT WAS A LOOSE DRIVE BELT. I chose a Grizzly GO715P hybrid table saw. It couldn't cut through a 3/4" plywood board without it bogging down. The drive belt was loose! This video is what saved the day! https://www.youtube.com/watch?v=6jZoMn6Ln_o
