Answer to Question 1: Strictly looking at stoichiometry, 2 moles of ATP are produced for every 1 mole of glycose that enters glycolysis. However, pyruvate and NADH can go on to product more ATP, so a question that's worded only slightly differently could have a higher answer. Gotta love biochem.

Answer to Question 2: The entire purpose of glycolysis is to produce energy (ATP). If the organism has excess ATP, it doesn't need to make more. Excess ATP inhibits glycolysis in step 3 to prevent glycolysis from proceeding beyond that point and to prevent more ATP from being produced.
